Located in Chiba Prefecture, Ichihara City has a population of approximately 280,000. In order to meet the information management needs of its 2,250 knowledge workers, the city opted to move content off of its file servers and begin utlizing SharePoint 2013. SharePoint would enable the city to improve governance over its organizational content, allow employees to find information with improved search functionality, and recover lost or accidentally deleted files easier than file shares would allow.

In order to enforce its governance policies and enable effective content classification, the city needed to ensure specific rules were enforced across the system. For instance, users with view-only permissions could not create files/folders or change file names from the top to third layers of sites to avoid users making up their own classifications.
