Reflections from the Festival of Innovations: Transforming AI Vision into Public Impact


The Festival of Innovation 2025, organised by GovInsider and held last March 25 – 26, brought together passionate public service officers from across Singapore and the region.
We already know that Singapore’s public sector has long been recognised for efficiency, but emerging citizen expectations and technological possibilities create opportunities to further elevate the service experience. This is what this year’s event theme is about.
I had the pleasure of contributing to the dialogue, sharing insights on two critical areas: advancing citizen-first service innovation and empowering a high-impact workforce equipped to meet the challenges of tomorrow.
I noticed that at the heart of every conversation during the event was a common aspiration — to drive meaningful, lasting impact not only for citizens but also for the dedicated public officers who serve them.
AI Innovations for a Smarter, Connected Citizen Experience
Reflecting on the insightful conversations I had with public sector officers, the common interest in the event is how public sector agencies can move toward a truly intelligent government — creating experiences that feel less like traditional public administration and more like intuitive, responsive services that understand and anticipate citizen needs.
In my presentation at the Festival of Innovation, I shared how AI can further revolutionise public sector services in Singapore:
From Reactive to Predictive Service Models
Imagine a world where Singapore agencies could transition from responding to citizen requests to anticipating their needs based on life stages, previous interactions, and demographic profiles. By implementing advanced predictive capabilities, the public sector could:
- Deploy AI systems that identify citizens approaching key life milestones (education enrollment, housing eligibility, retirement planning) and proactively offer relevant services before citizens need to search for them.
- Utilise data patterns to predict emerging community needs at the neighbourhood level, allowing town councils and municipal services to address potential issues before they generate complaints.

Hyper-Personalised Citizen Journeys
Public sector officers expressed a strong interest in creating truly individualised service experiences that adapt to each citizen’s unique circumstances. AI can enable Singapore agencies to:
- Design dynamic service interfaces that adjust complexity, language, and navigation based on the user’s digital literacy, preferred language, and previous interaction patterns.
- Implement personalised eligibility assessment tools that proactively identify all relevant government assistance programs a citizen qualifies for across multiple agencies.
- Create AI assistants that maintain context across the entire government service landscape, eliminating the need for citizens to navigate agency boundaries.

Seamless Cross-Agency Intelligence
While Singapore has made progress in breaking down agency silos, there is more to be done, and AI presents opportunities to create truly integrated service delivery:
- Develop intelligence layers that connect datasets across agencies while maintaining privacy, enabling a holistic understanding of citizen needs without requiring multiple submissions of the same information.
- Implement AI-powered case management that coordinates service delivery across multiple agencies for complex citizen needs.
- Create unified feedback systems that identify service gaps and improvement opportunities across the entire government journey, not just within individual agencies.
Building a High-Impact Public Workforce with AI-Powered Training and Innovation
As someone deeply involved in the public sector, I can tell you firsthand that today’s officers operate in an increasingly complex environment. They must navigate evolving policy frameworks, respond to sophisticated citizen needs, and manage complex stakeholder relationships, all while demonstrating efficiency and accountability. Traditional approaches to workforce development often struggle to keep pace with these demands. The emergence of AI presents a transformative opportunity to upskill their most valuable asset — their people.
AI-powered training and innovation systems offer a promising pathway to build the high-impact public workforce through:
- Microlearning optimisation. Rather than one-size-fits-all training programs, AI can deliver bite-sized learning modules precisely when needed, reinforcing critical knowledge just before it’s applied in real-world situations.
- Simulation-based training. Public sector officers can develop decision-making skills through AI-powered simulations that replicate complex scenarios, from emergency management to policy implementation — in risk-free environments.
- Holistic and integrated learning platforms. AI-powered training platforms offer a comprehensive approach to upskilling public sector employees. These platforms provide a seamless learning experience that includes planning based on career paths, course creation, enrollment, classroom-based learning, self-paced learning, attendance tracking, assessments, and certification.
- Enhanced engagement and assessment. AI-driven engagement platforms can help educators easily assess employee performance and provide personalised feedback. This helps identify areas for improvement and tailor training programs to meet individual needs.
- Strategic upskilling. AI can help plan upskilling initiatives based on career paths, ensuring employees are prepared for future roles and responsibilities. This strategic approach to upskilling fosters a culture of innovation and readiness within the public sector.

As I reflect on the Festival of Innovation 2025, I am inspired by the dedication and forward-thinking mindset of the public service officers I engaged with. Their commitment to leveraging AI to enhance public sector services and workforce development is truly commendable. The conversations we had at the event underscored the importance of continuous innovation and collaboration in shaping the future of public service.
